Birth Certificates, Medicaid and Nanny-crats

A recent New York Times article bemoaned the requirement of a birth certificate to obtain a Federal entitlement. Apparently, it's too difficult for persons who can't afford health care to provide "satisfactory documentary evidence of citizenship", which means either original documents or copies certified by the issuing agency. What other kinds of documents are there? The answer is, of course, somebody else's. Rather than complain about a requirement that keeps people honest, why not just appoint a guardian for those individuals among us who can't handle their own responsibilities. Maybe we need to create a new government bureau of nanny-crats to insure that everyone who is eligible receives the benefits due them. Perhaps we already are doing that in the guise of health and welfare agencies, except it appears that the nanny-crats would rather complain about a requirement than take the time to disentangle the red tape needed to obtain proper documentation. Oh, that life were simple.
